Georgian national basketball team was among the best 12 teams of Europe at European championship, which was held in Lithuania. Georgia is seeded in the first basket of qualifying tournament of Euro-Basket 2013, so Georgian team has perfect chance of going through the final stage.
FIBA-Europe has not seeded national teams officially but there is preliminary information about it, so it is possible to make definite conclusions.
As far as you know, five cities of Slovenia are to host Euro-Basket 4-22 September. It goes without saying that Sports Palace of the capital will host final match of championship. This palace is for 15 000 spectators.  30 national teams compete at qualifying tournament, as for final, its ballot is to be held on November 18, 2012 and 24 teams will compete again. 
It is known that top six teams of European Championship 2011- Spain, France, Russia, Macedonia, Lithuania and Greece will go through final tournament of Slovenia without competition. Hosting country Slovenia and Great Britain also guaranteed playing at Olympic Games 2012. 30 teams will fight for 16 vacant places, which will be seeded in six five-team groups.
According to the preliminary information Georgian national basketball team will be seeded in the first basket, which automatically means becoming favorite. Supposedly, FIBA-Europe will follow the results of the previous European championship, as a result Serbia, Germany, Finland, Turkey and Croatia as well as Georgia will be in top 6 teams.
The ballot for qualifying round of European Championship 2012 is to be held in January and 30 teams will be seeded like that:
The First basket: Serbia, Germany, Finland, Turkey, Georgia, Croatia.
The second basket: Bulgaria, Israel, Ukraine. Poland, Bosnia-Herzegovina, Italy.
The third basket: Latvia, Montenegro, Belgium, Portugal, Estonia, Czech Republic.
The fourth basket: Hungary, Sweden, Azerbaijan, Belarus, Romania, Austria.
The fifth basket: Albania, Slovakia, Cyprus, Luxemburg,Holland, Switzerland.
